STAFF RECRUITMENT Staff Promotion and/or Progression POLICY The Home Health Care Agency staff recruitment process is initiated when staff vacancies occur as the result of staff member transfer, promotions, or separations or by an authorized increase in Home Health Care staff, following Affirmative Action. Subject to our existing policies on hiring, requiring non-discrimination on the basis of race, religion, disability, national origin, sexual orientation, age or sex. PURPOSE To fill Home Health Care Agency staff vacant positions expeditiously. PROCEDURES 1.The Home Health Care staff recruitment process is initiated for staff vacancies, guided by the agency’s staffing budget and based on administrative approval. 2. The Director of Nursing, Clinical Manager of Home Health Care: a. Completes and posts a Notice of Job Opening form (See A Notice of Job Opening Form) when a Home Health Care staff vacancy occurs. b. Advertises the staff vacancy, as stipulated by administrative approval. c. Responds to inquires concerning the advertised vacancy, following Job Interviews. d. Documents the staff recruitment on a Home Health Care Staff Recruitment Statistics form. 3. Completed Home Health Care Staff Recruitment Statistics forms are filed in the home health care agency Home Health Care Staff Recruitment Statistic administrative files. Recruitment of personnel is also done through local newspaper advertising, State Employment Services placement listings, vocational schools job placement listings, and local employment agencies. Once applicants are screened through appropriate testing they are interviewed by the Administrator/Director of Nursing, Clinical Manager. Through continuing education, training and step-progression efforts, employees are encouraged to develop and utilize enhancement skills/knowledge. When openings occur which might use of further develop such skills, employees will be encouraged to seek change or promotion before outside sources are considered. Employee recruitment and retention is a central focus for the agency and is constantly monitored along with appropriate clinical/supervisory personnel for adequacy and/or any problems. Staff promotion or progression will be considered according Agency’s needs, new projects, financial situation and staff own development, preparation, value and aptitude.
