MDT Home Health Care Agency, Inc. MANAGEMENT, LEADERSHIP STAFF FUNCTIONS PURPOSE: To define the functions of the administrative staff responsible for operational management of the organization. Individuals who are designated leaders in the organization have relevant education and experience. Leaders can assume a variety of roles but generally manage the day-to-day operations of the organization. POLICY: · Agency senior management staff members are responsible for developing and implementing a comprehensive planning process. Appropriatemanagement, clinical and support staff are involved in planning functions. In addition, relevant individuals and organizati ons in the community may be involved in planning services to meet an identified community need. · A qualified professional is responsible for the direct supervision of all services during all hours. · When a health care professional administratively reports to a manager of a different discipline, opportunity for consultation and review with a manager of the caregiver’s professional discipline also exists, in order to promote accountability to professional practice standards. · Responsibilities for each key member of management are outlined below: Administrator Planning and directing the organization is the full-time responsibility of the Administrator approved by the Board of Directors. The Administrator is responsible for leadership, development, management and operation of the organization according to applicable law and regulation. The Administrator maintains liaison between the Board of Directors, the QAPI, and agency staff. Our Agency conducts annual reviews of the Administrator's performance. The governing body/owner may delegate the evaluation function to a specific person or entity such as an QAPI or personnel committee. The evaluation is reviewed with the Administrator and documented.The Administrator has responsibility for the following functions, either directly or through delegation to qualified staff: Implementing the governing body’s directives or policies, Organizing and directing the agency’s ongoing operations, Monitoring quality and appropriateness of services and ensuring the availability of services, Developing short/long termagency goals and objective, Fiscal management, including implementation of an effective accounting and budgeting system, Maintaining all statistical, financial and other records necessary for the operation and evaluation of the home health service, Ensuring compliance with federal, state and local laws and regulations, as well as accrediting organization standards pertaining to home health, including: individual licensure of professional staff, state licensure of the agency if appropriate, Medicare and Medicaid certification, Food and Drug Administration regulations, Occupational Safety and Health Administration (OSHA) regulations and Department of Transportation regulations, Employing qualified personnel and ensuring that staff receive adequate orientation and education; ensuring timely completion of staff performance evaluations, Carrying out program planning, development, administration and evaluation, Keeping governing body and staff informed of current organization, community and industry trends, Ensuring the accuracy of public informationmaterials: representing the organization to other groups, agencies and the general public, Guiding the staff in developing, implementing and evaluating performance improvement (QAPI) activities across organization boundaries. Alternate Administrator The Alternate Administrator is responsible for directing the provision of patient care and services, replace the Administrator in his/her absence. He/she is responsible for the following functions, either directly or through delegation to qualified staff: Oversees all activities relevant to the professional services provided, Coordinating and integrating the services provided to patients according to their attending physician’s orders; ensuring that services are available as needed for agency patients and as presented in the public, Oversees the development of discharge plans for home health patients in cooperation with attending physicians, nurses and therapists, and when necessary, making suitable arrangements for patient’s Home Health Agency Policies A-34
